Therefore it is important for Malaysia to increase her production of engineers at a very significant rate in order to achieve a comparable index with the developed nations. If we were to use the “advanced nation benchmark” the engineer:population ratio of 1:100 would mean that Malaysia would need around 275,000 and 300,000 engineers in 5 and 10 years respectively (assuming population growth at 2% per year).
It is noted that in the Ninth Malaysia Plan presented by the Prime Minister of Malaysia in March 2006, the government plans to increase engineering student enrolment for public and private universities with the target annual growth rate of 12.2% and 20.8% respectively (Malaysia 2006a). Therefore with the expected growth, the government is projecting that more than 77,000 and 222,000 engineering graduates will be produced altogether from all the Malaysian universities in the next 5 and 10 years respectively.
If this projection is met, even after accounting for retirements, Malaysia will be able to match engineer:population ratios with those of advanced nations within 10 years

In a report conducted by IPSOS Business Consulting in 2012 on the E&E Sector Study on the Supply-Demand of Talent in Malaysia, it is found that there is a shortage of Electrical & Electronic Engineers in Malaysia.
The E&E sector is an important contributor to Malaysia’s economy as it is one of the 12 National Key Economic Areas (NKEA) in the country’s Economic Transformation Programme (ETP).
There are 1,900 active E&E companies which provide employment to over 350,000 people.
In line with ETP projections, Malaysia’s E&E sector growth is expected to be robust in the coming years. This growth will require a steady supply of skilled talent, both in numbers and in the appropriate skills-sets, to meet the present and future needs of the sector.
This gap is due to several factors that includes competition from other sectors and economies for the same talent pool, as well as the un-employability of graduates that reduces the pool of addressable talent
The sector also faces a situation of skills gaps, where adequately trained and skilled talent, both at entry and experienced levels are lacking. These are mainly in the areas of R&D and to some extent Engineering Support.

The report found that Fresh Graduates or Entry-level Talent Not Industry-Ready (lacks required skill-sets) therefore it is

The  IPSOS report identified eight key talent shortage areas in the E&E field and the areas in demand for E&E fresh graduates are found in 5 areas which are:
  1. IC Design Engineers with a Degree in Electrical & Electronic with emphasis in IC Design / Microelectronics. They are involved in the design of Integrated Circuits e.g. implement and integrate IC layout design for digital and analog circuit, perform thorough verifications on layout designs using industry leading EDA tools.
  2. The IC Design Engineer must have knowledge and skills in hardware specification, analysis, logic design, modeling, simulation, verification, synthesis, test and maintenance of integrated circuits. They should be able to understand design from a system-level perspective. They are mainly employed in around 20 IC design companies in Malaysia such as Intel, Altera, ICMiC, Ssymmid etc.
  3. Embedded System / Firmware Engineer with a degree in Computer Engineering or E&E. They Create and implement algorithms which enable the hardware to function. They must be proficient in C/C++, assembly programming and debugging skills in embedded systems. Experience in Device Driver development for embedded systems and a strong mixed background in software and hardware engineering.  Embedded/ Firmware engineers are mainly employed in companies that designs or supports embedded system / firmware enabled devices e.g. Finisar, Pradotec, Western Digital
  4. Software Engineer with a degree in Software Engineering or E&E Engineering. Software Engineers in the E&E field will

    design and develop the many types of software for product and engineering support (e.g. automation, testing equipment).   6. Product Design R&D Engineers with a degree in Mechanical Engineering or E&E Engineering. They must have experience in product development of metal, plastic, mechanical , electrical and electronics parts/products. It is important to be familiar with product development tools e.g. DFMEA, CAD designing tool. They can find work in companies like Bosch, Dyson, Motorola.

The E&E industry employs about 700,000 people of whom 30 to 40 percent are engineers and managers. Meanwhile, foreign direct investments (FDIs) continue to grow while Design & Development (D&D) and business process operations/services have also grown significantly.

However, the above will take time and it is still not sufficient to support the industry now and in the future. We need to provide quality education from primary to secondary. The university standards need to be improved.
The command of the English language is important and must be improved. Last but not least, we need to encourage more students to study science and engineering as the number of students studying these two subjects has decreased from more than 60% to currently at around 30%.
